The Land Administration is hereby attached to the Department of Economic Development and Commerce, which shall continue to operate under §§ 311 et seq. of Title 23. The Secretary of Economic Development and Commerce shall replace the Governor as a member and Chairman of the Governing Board of the Land Administration. The Governor shall appoint the Executive Director with the advice and consent of the Senate and shall fix his/her salary. The Executive Director shall answer directly to the Board.
