The Corps of Volunteers at the Service of Puerto Rico, created by § 1411 et seq. of Title 18 is hereby transferred and attached to the Department of Labor and Human Resources as an operational component, under the general direction, supervision, coordination and evaluation of the Secretary.
The Governor shall appoint the Executive Director of the Corps of Volunteers at the Service of Puerto Rico with the advice and consent of the Senate. The Executive Director shall answer directly to the Secretary concerning all matters of the Program and shall be subject to the established public policy and to the directives and norms promulgated by the Secretary. The Governor shall set the salary of the Executive Director. The Secretary shall approve the internal organization of the Corps of Volunteers, determine the programmatic priorities and establish the liaison and coordination mechanisms that shall exist between the Program and all other programmatic components of the Department.
