All writs of certiorari issued by any court, pursuant to [the] provisions of §§ 3491-3493 of this title, shall bear the stamp of the issuing court, and all such writs shall be requested in the form and manner provided by §§ 3491-3493 of this title, as well as by the applicable provisions of the “Puerto Rico Judiciary Act of 1994,” by the Rules of Civil and Criminal Procedure, and by the rules approved by the Supreme Court, pursuant to such laws and rules.
