When there should be need of arousing the interest of the heads of families in any activity for the benefit of the school, either for the creation of recreation parks or for any other work directly related to the school, any teacher or official may, upon the written authority of the Secretary of Education, direct the public collections therefor, or the sale of tickets, as the case may be.
