Individuals have the free disposal of the property which they have lawfully acquired, without other restrictions than those established by law.
Property belonging to city, village and other corporations shall be administered in accordance with the laws and regulations peculiar thereto and can only be alienated in the manner and with the restrictions prescribed in their several acts of incorporation.
