Drug-addiction is hereby defined as the physiological or psychological dependence on the consumption of controlled substances or drugs, whose possession or sale is prohibited by law without a medical prescription, which creates in such person an alienation from reality which inhibits or impairs the capacity to safekeep his or her personal welfare, the safety of his property or both.
