In the exercise of his disciplinary jurisdiction over a Registrar, the Secretary of Justice shall initiate the proper administrative action, designating for this purpose an official in his Department to take charge of the preparation of the case.
In said proceedings, the government attorney shall notify the Registrar of the charges against him and hear his testimony, submitting legal evidence and taking whatever steps are needed to ascertain the truth on his own initiative, as well as at the request of the accused.
