Any person who manufactures, sells, uses, transfers, or acquires in Puerto Rico beer concentrate or reconstituted beer, shall be guilty of a misdemeanor, and the beer concentrate or reconstituted beer so manufactured, sold, used, transferred, or acquired, shall be confiscated by and forfeited to the Secretary of the Treasury of Puerto Rico.
