It shall be the duty of every registrar of property, immediately upon the receipt of said attachment certificate, to properly record it and return it to the proper collector or agent, within the term of ten (10) days, with a note from the registrar of property stating that it has been duly recorded. No fees shall be charged by the registrar for such service. The Secretary of the Treasury is hereby authorized to appoint the necessary personnel in the Tax Collection Bureau to cooperate with the registrars of property in the task of searching in the files of the registries of property for the real property attached, in the annotation of the attachments ordered and in any other tasks related to attachment of real property for the collection of taxes.
