The Commercial Development Bank for Puerto Rico, hereinafter the Bank, is hereby authorized to design an individualized financing program for the specific needs of small and medium-size merchants exclusively, for the acquisition of new technology. The Administration, through its Administrator, shall provide a certification in which the new needs of the business technology are certified, with the pertinent recommendations so that the Bank may proceed to grant a loan pursuant to the lending policies established by the Bank, to meet the objectives established by this chapter.
