Every operator shall apply for and obtain an operating license from the Department of Consumer Affairs. The Department, upon evaluation of the application to the effect that it meets the requirements imposed by regulations, shall issue an operating license that shall have a term of not more than one (1) year, from the moment it was evaluated and the license issued. Said license must be renewed annually.
