The application to obtain the license mentioned in § 2202 of this title must be filed before the Secretary of the Treasury of the Commonwealth of Puerto Rico on the forms prescribed by him. Said application shall be attested before an official authorized to take oaths and shall include a criminal records certificate of the applicant issued by the Superintendent of the Police of Puerto Rico, and two recent 2″ X 2″ photographs. No license shall be issued to persons who have been convicted of a felony, or a misdemeanor entailing moral turpitude. The license granted shall be personal and non-transferable.
