The standard of unit of measure for the sale of illuminating or heating gas by meter shall be the cubic foot, containing sixty-two and three hundred and twenty-one thousandths (62.321) pounds, avoirdupois weight, of distilled or rain water, weighted in air, of the temperature of sixty-two (62) degrees Fahrenheit, the barometer registering a pressure of twenty-nine and one-half (29 ½) inches.
