Any natural or [juridical] person who sells or offers for sale in Puerto Rico lands located outside of Puerto Rico and who intentionally does any act prohibited, or intentionally fails to do any act required, by any provision of law, regulation or order related with the sale or offer for sale of lands, of any country or state of the United States, shall be guilty of a misdemeanor and upon conviction thereof punished by a fine of not less than one hundred ($100) nor more than five thousand dollars ($5,000), or by confinement in jail for a minimum term of one (1) month or a maximum term of five (5) years, or both, in the discretion of the court.
