Whenever the Commissioner has grounds to believe that any person is violating or attempting to violate this chapter, he may issue an order, after due notice and hearing, requiring said person to comply with the provisions thereof or to cease and desist from violating it. The parties shall be notified, in writing, no less than five (5) days in advance, of the date, time, and place of the hearing and the nature of the violation. The Commissioner may prescribe the corrective terms and conditions that he may determine from the evidence on hand to be in benefit of the public interest.
The orders issued shall be served on the proper defendant at his place of business or by certified mail to his last known address.
