§ 991. Illegal actions

It shall constitute a public offense that any person, firm, partnership or corporation, use, issue, distribute, give out, supply, exchange, redeem, or that any firm, person, partnership or corporation, provide, supply or furnish to another person, firm or corporation so that the latter may use, distribute, issue, exchange or redeem, jointly in, with or for the sale of goods or merchandise, articles, wares or services, any stamp, coupon, letter, certificate, card, slip of paper, ticket or other similar promotion device, which entitles the buyer receiving same with the sale of goods, articles, merchandise, wares or services to solicit or request from any person, firm, partnership or corporation, any goods, article, merchandise, ware, money in cash, United States Government bonds, United States Government stamps, or services, with the delivery or presentation of any number of such stamps, coupons, letters, certificates, cards, slips of paper, tickets or other similar promotion device.

It shall likewise be unlawful that any person, firm, partnership or corporation, redeem or exchange any stamp, coupon, letter, certificate, card, slip of paper, ticket or other similar promotion device, whose use, distribution, issuance, or supply has been declared unlawful by the previous provisions of this section.
