Whenever the Secretary suspects that any person is violating or intends to violate this chapter, he may issue an order upon previous notice and hearing, requiring said person to comply with the provisions of this chapter or to cease, or desist violating same. The party or parties shall be notified in writing at least five days in advance of the date, hour and place of the hearing and the nature of the violations charged.
