Any person, firm or corporation adversely affected by the decision of the Secretary, in accordance with the provisions of this chapter may, within thirty (30) days from the date having been notified of said decision, file a petition for review in the Court of First Instance for a determination of the legality of the decision, all in conformity with the rules applicable to petitions for review of administrative decisions by said court.
