§ 871. Requirement

It shall be illegal for any person to offer or sell any security in Puerto Rico unless:

(1) Said security has been registered under the provisions of this chapter;

(2) the security or transaction is exempted under the provisions of § 882 of this title, or

(3) [the] security in question is a federally covered security.
