(a) Upon finding that a person has incurred a violation of this statute, of an administrative order or resolution, or of regulations approved thereunder, the Commissioner may issue against such person an order to cease and desist and prescribe those corrective terms and conditions that according to the evidence at hand, he/she deems serves the public interest.
(b) The orders issued shall be served on the corresponding defendant at his/her place of business or by certified mail to his/her last known address.
