No innkeeper shall be obliged to receive as a guest, or once received, to retain as a guest, any person suffering from any [transmittable] disease, as heretofore or hereafter defined by the Department of Health of the Commonwealth of Puerto Rico.
The provisions of this section shall not be construed to amend or repeal any sanitary regulation heretofore or hereafter promulgated by the Department of Health of the Commonwealth of Puerto Rico, and in case of conflict between the provisions of this section and the provisions of any such sanitary regulation, the provisions of the sanitary regulation shall prevail.
