In case the innkeeper shall have offered any services or facilities and does not furnish them, the guest who made the reservation induced by such offers may cancel his reservation and shall be entitled to a refund of the total amount of money left as a deposit. Provided, That if the guest cancels his reservation for any other reason [than] the one indicated above, the innkeeper may withhold from the guest’s deposit an amount equivalent to one (1) night’s stay as a penalty.
