The Commissioner shall have authority to make administrative determinations, issue, amend, and repeal regulations and orders as necessary to exercise the powers conferred on the Commissioner in this chapter. Such authority shall include regulations defining accounting, technical, and trade terms used in this chapter, and prescribing the form in which information required in the applications and reports that investment companies are required to file.
