This chapter shall apply to any person engaged in the pawnbroking business.
Any person who, at the time of approval of this chapter, is operating a pawnbroking business authorized by Act No. 138 of July 18, 1998, as amended, may continue operating the same under the provisions of such act. However, he/she shall file a renewal application pursuant to the provisions and requirements established in this chapter and the regulations approved thereunder.
No person shall engage in a pawnbroking business in Puerto Rico without first obtaining a valid license issued by the Commissioner as provided below in this chapter.
