When in the judgment of the Secretary of Agriculture it becomes necessary to suspend the license of a warehouseman licensed under §§ 341—371 of this title, the Secretary of Agriculture may take charge of such warehouse in the same form as in the case of a revocation of a license, and such expenses as he may incur while in charge of the management of the warehouse, shall be collected in accordance with such rules and regulations as the Secretary may prescribe in connection with §§ 341—371 of this title.
