To the effects of this chapter, and particularly to the effects of § 278a thereof:
(a) It shall be understood that the action of privatizing a program, service or enterprise of the central government or a public corporation, embodies just cause to end the relationship existing between said program, service or business belonging to the central government or a public corporation or its successors, with any distributor that renders services to it. Since it embodies just cause, such action will not enable the distributor to receive any compensation at all.
(b) This definition does not exclude from the concept of just cause, any other eventuality that may be judged as such by a court of justice.
