The marketing of coffee of any origin, produced and processed outside of Puerto Rico, is hereby forbidden, unless it is stated in the label of its container that such coffee is foreign coffee, and unless the place where it was produced and processed is also therein specified in letters not less than one-fourth (¼) inch high, immediately after the name and address of the person who in any manner processed it.
