§ 168. Definitions

For the purposes of this chapter, the following terms shall have the meaning stated hereinbelow:

(a) Trace amounts. — Means any phosphorus entity that is incidental in the manufacture or added to stabilize laundry detergent, which amount shall not exceed point five percent (0.5%) of phosphorus by weight, expressed as elemental phosphorus, or which is described in phrases such as “phosphate-free” or “phosphorus-free” on the label or packaging of a product.

(b) Department. — Means the Department of Consumer Affairs of the Commonwealth of Puerto Rico.

(c) Laundry detergent. — Means any soap or detergent product used to clean articles made of fabric.

(d) Phosphate. — Means the compound consisting of phosphorus and oxygen.

(e) Phosphorus. — Means the element phosphorus.

(f) Person. — Means any individual, legal entity, groups organized under a name, partnership, and public and private corporations, including municipalities, agencies or instrumentalities of the Government of Puerto Rico.
