§ 971q. Right to self-determination

The referendum to express the preference of the People of Puerto Rico with respect to maintaining a Bicameral System or changing to a Unicameral System in the Legislature forms part of the People of Puerto Rico’s exercise of their right to self-determination. This right shall be exercised by the voters of Puerto Rico freely and democratically, without the undue intervention of persons who are foreign to the Puerto Rican electorate.
