The Commissioner of Insurance of Puerto Rico may promulgate regulations for the proper enforcement of this chapter, and the same, once approved by the Secretary of Justice and filed in the Office of the Secretary of State of Puerto Rico, shall have the force of law; and for every violation thereof the said Commissioner is hereby authorized to impose administrative fines of not to exceed ten dollars ($10) for each violation; but the association so fined shall retain its right to appeal to the corresponding Part of the Court of First Instance.
