The Communities Revitalization Administration (ARCo.) shall serve as intermediary between the owners of individual savings and development accounts and the financial institutions that maintain the deposits. Its responsibilities shall include, but shall not be limited to:
(a) Request or provide from any available and legal source, the funds to match the contribution of participants;
(b) determine the ratio for the matching of funds;
(c) provide advisory services to the participants of the program;
(d) market the program;
(e) determine the eligibility of participants pursuant to this chapter, and
(f) carry out all activities regarding the verification and compliance of requirements.
