The Veterans Advocate, with the advice of the Secretary of Housing, shall adopt the regulations and standards that are necessary and consistent with the purposes of this chapter, and shall have the force of law after being promulgated pursuant to §§ 2101 et seq. of Title 3, known as the “Commonwealth of Puerto Rico Uniform Administrative Procedures Act”.
The Veterans Advocate, after the close of each fiscal year, but no later than the first of November, shall render a report to the Legislature that shall include a statement of the results obtained in the administration of this chapter, the fiscal situation, and recommendations to improve the condition of our veterans. It is hereby provided that an external audit of the operations of the Program shall be performed annually, and a copy thereof shall be remitted to the Legislature.
