P.R. Laws tit. 17, § 1461
All the functions, duties, powers and faculties of the Division for Community Organization of the Housing Development and Improvement Administration, and the Council for the Improvement of Urban Area Quality of Life, and its programs from the Comprehensive Resources Network (RED, Spanish acronym), and the Office for Coordinating Aid and Services to Public Housing Residents (OCASCIR, Spanish acronym), are hereby transferred to the Administration. Likewise, the funds, properties, personnel, files, contracts, agreements, obligations and all the assets or active capital of any type, nature or description, rights and privileges, licenses, permits and authorizations inherent or related to the activities of these organizations transferred by virtue of this chapter, are hereby transferred to the Administration to be used for the ends and purposes of this chapter.
