The Commission may coordinate special housing projects with federal or municipal agencies and with private entities or persons not involved with the plan, together with the Department of Housing. For these cases, special development and construction, conversion, acquisition, and/or rehabilitation plans shall be prepared. Rather than Central Government funds, federal, municipal, or private funds shall be requested, especially from cooperative entities.
