The Administrator shall organize the programs, services, units, divisions and branches that are transferred to the Administration through this chapter and any others that are transferred in the future, in such a way that services are not affected and that the purposes of this chapter are complied with. For the purposes of this restructuring, the Administrator shall take into consideration the claims and indications of the programs and services transferred, those of public housing project residents and, in particular, those of the Board, for the purpose of ensuring the greater effectiveness of the administration’s services.
