§ 734. Creation of the Public Housing to Condominium Conversion Council

The Public Housing Projects Title Ownership Conversion Council is hereby created, attached to the office of the Governor, composed of the heads of agencies listed hereinafter, who may appoint a permanent representative thereto, from among their personnel, to substitute them on those occasions in which the member thus represented is unable to attend a meeting.

The Council shall be composed of:

The Public Housing Administrator, who shall be its Chairperson.

The President of the Government Development Bank.

The Secretary of Consumer Affairs.

The Secretary of Economic Development and Commerce.

A representative selected by the Governor from among the Chairpersons of the Board of Tenants.

The public agencies and instrumentalities directed by the members of the Council shall make available to the latter the professional personnel as well as the physical resources, such as equipment and personnel, needed for the fulfillment of the purposes of this chapter as required by the Council through an agreement. When professional or other personnel deemed necessary by the Council is not available from among the personnel of the constituting agencies, it may be contracted with the agreement of the majority of the members of the Council for renewable periods of one year and with fixed remuneration.

By petition of the Secretary, the Council shall advice and assist in the implementation of the provisions of this chapter. To such ends, the Secretary shall appoint a Program Director to assist him/her and the Council in the compliance of the provisions of this chapter. The Governor may direct the special assignment of personnel from any of the agencies represented in the Council. The Director shall coordinate his/her work with the Secretary and the members of the Council and shall have all the powers and carry out all those tasks delegated to him/her by the Secretary.
