Every poor person who wishes to build a house at a cost of around $ 200, $ 300, or $ 500, or less, may request the Secretary of Health, accompanying his request by a fifty-cent stamp of the College of Engineers and Surveyors, to furnish him, free of all cost and duly approved, a plan for the building in which he is interested.
