The Board shall have the right to acquire, through eminent domain proceedings, any real property or easements of any kind therein deemed by it necessary for the purposes of §§ 10—14 of this title, after adopting a resolution declaring that the acquisition of the real property or easements therein described are necessary for such purposes; Provided, That said real property and easements are hereby declared of public utility and necessity. The Board may exercise the right of eminent domain pursuant to the provisions of §§ 2901—2913 of Title 32, and laws amendatory thereof or supplementary thereto. The Board is also empowered to request of the Governor of Puerto Rico the bringing of eminent domain proceedings in behalf of the Commonwealth of Puerto Rico, or the intervention of the Commonwealth of Puerto Rico in condemnation proceedings already brought in relation to property or easements necessary for its purposes, and the Commonwealth of Puerto Rico, represented by the Governor of Puerto Rico, is hereby authorized to bring or intervene in such proceedings.
