(a) The Governor shall appoint the seven (7) members of the Board and shall designate its chairman. The members of the Board shall serve without compensation. The term of office of each member shall be four (4) years, except that for the first appointment four (4) members shall be appointed for two (2) years; succeeding appointments shall be for four (4) years; and until their successors shall have been appointed.
(b) The Board shall appoint a Director whose office shall be included in the exempt service. The Director shall execute the resolutions of the Board and shall appoint, subject to the approval of the Board, the additional personnel required for the performance of the functions assigned to him.
