The Secretary is hereby authorized to impose and collect administrative fines in a sum which shall not exceed five thousand dollars ($5,000) for any violation of this chapter or the provisions contained in the regulations promulgated thereunder, except as otherwise provided in said statutes. This fine may be imposed whether any other penalty is provided in this chapter or in any other special chapter.
