P.R. Laws tit. 7, § 1382
For the purposes of §§ 1382 et seq. of this title, the following terms shall have the meaning indicated hereinbelow, unless another meaning is clearly construed from the context:
(a) Committee. — Shall mean the “Interagency Committee for the Evaluation and Approval of Special Maintenance Proposals” created by §§ 1382 et seq. of this title.
(b) Fund. — Shall mean the “Special Maintenance Fund” created by §§ 1382 et seq. of this title to defray the special maintenance needs approved by the Committee.
(c) Special maintenance needs. — Shall mean those sudden or unforeseen, non-recurrent maintenance needs that will allow the extension of the useful life of the facilities, and those maintenance needs existing on the effective date of this act, which due to their seriousness and nature, if left unattended or unsolved immediately, threaten to make useless the infrastructure work which needs said maintenance, or that severely affect the services for which the facility was constructed, including, without it being understood as a limitation, those renewals, replacements and improvements directed to preserve or extend the useful life of the asset.
