The Secretary of the Treasury as trustor and the Government Development Bank for Puerto Rico as trustee, are hereby authorized to create one or more trusts for the investment of the public funds of the Government of Puerto Rico and of all the agencies, municipalities, public corporations and other public instrumentalities and political subdivisions of the Government of Puerto Rico.
