Upon determining that a person has committed a violation of this chapter or an administrative order or resolution, or regulation approved hereunder, the Commissioner shall enter an order to cease and desist against the defendant, and prescribe the remedial terms and conditions that he/she determines, by means of the evidence available to him/her that are in the public interest and necessary to comply with the provisions of this chapter. Orders so entered shall be notified to the corresponding defendant at his/her place of business or by certified mail to his/her last known address.
