The Secretary of the Treasury is authorized to acquire an advance of any liquid resources of the General Fund of the Commonwealth Treasury, or to borrow from the Government Development Bank or from private banks, those sums that are necessary to comply with the purposes of the §§ 779a—779c of this title.
