All businesses established under the provisions of this chapter shall be bound to put at the disposal of the Commissioner the accounting books, records, documents and any other information that the Commissioner deems necessary for his/her inspection. Moreover, the Commissioner or his/her representatives shall be given free access to their properties, facilities and sites of operations.
All businesses established under the provisions of this chapter shall pay to the Commissioner one hundred dollars ($100) per day or a fraction thereof for inspection fees. Such fees shall be charged per each inspector that intervenes in each inspection. Unless serious irregularities are found during the first inspection, the Commissioner shall not conduct more than one (1) inspection per year. Such fees shall be paid by check payable to the Secretary of the Treasury.
