The Government Development Bank for Puerto Rico is hereby authorized to establish a program for the payment of a subsidy which shall serve as an incentive so that the banks and institutions that grant loans to students of post-secondary level under Title IV of the “Federal Education Act of 1965”, as amended, may increase the granting of said loans.
