(c) The Department of Natural and Environmental Resources, together with the pertinent Commonwealth agencies and educational and nonprofit organizations-specifically, the Manatee Conservation Center (Caribbean Stranding Network-Inter American University of Puerto Rico)-shall adopt the necessary measures to comply with the provisions of this section by organizing and holding activities to educate citizens on how to protect and conserve this endangered species.”
