(a) September 7 of each year is hereby established and proclaimed as the “West Indian Manatee Conservation Day in Puerto Rico”, to be observed by schools, the citizenry, educational centers, universities, environmental organizations, community-based organizations, and the pertinent government agencies in order to educate, promote, and encourage the protection and conservation of this endangered species.”
