(a) The first Friday of March of each year is hereby declared as the “Registrars and Admissions Officers of all post secondary educational institutions of Puerto Rico Day”.
(b) The Governor, by proclamation, shall annually exhort the People of Puerto Rico to show their gratitude and render a well-deserved homage to these officers for their valuable contribution in the field of education.
(c) The Secretary of State and the President of the Higher Education Council are hereby authorized to obtain the cooperation of the different departments, agencies, and instrumentalities of the Government of the Commonwealth of Puerto Rico for the celebration of said day.
