(a) The first Monday of the month of October of each year is hereby declared as “National Down Syndrome Awareness Day”.
(b) The Department of State of the Commonwealth of Puerto Rico, together with the Department of Health, the Department of Education, the Department of the Family and the Office of the Advocate for Persons with Disabilities shall establish the programs and policies necessary to implement and carry out the purposes of this section, including the coordination of activities appropriate for this day with the nonprofit institutions that strive for the rights of persons with Down Syndrome.
(c) The aforementioned agencies shall be responsible for the creation of a publicity and information program, as well as for offering printed matter, radio or television broadcasts to raise awareness about the Down Syndrome condition, assistance alternatives available for those who suffer it, and any pertinent information about the Down Syndrome condition.
(d) The agencies designated by this section to establish National Down Syndrome Awareness Day may use the services of the radio and television stations of the People of Puerto Rico, as well as the presses of the agency to promote the celebration of the day designated herein.
